Development setup

The current C implementation is a mock used to exercise engineering and distribution workflows. Read the specifications for planned product behavior.

1. Work from the repository root and initialize its declared submodules:

   git submodule update --init --recursive

1. Read the toolchain authority. Use the campaign's installer or existing host setup action for its required tools. A Lua interpreter alone does not provide the full checking environment.
2. Prepare documentation dependencies when editing pages or examples.
3. Include new and renamed inputs in your reviewed index before running checks that use git ls-files.
4. Run the applicable local checks, then the affected campaigns from the workflow catalog.

Use the change procedure for requirement and review records. Run ansible-playbook playbook.yml for local tasks and follow the workspace setup to activate Git hooks. The playbook links recurring tasks to their execution guides.
